RH AI Research Starting Point v2.0: Chamber-Aware Segmentation

The integration package includes the complete contents of W-17. Establish the first complete closed-interval certificate across a spline knot event surface: along the 4d=log2 event, the parameter domain is sliced into three segments: left fixed chamber → event thin layer → right fixed chamber, proving λmin(M(d),G(d))>10⁻⁸ for all three closed cells. The activation graph remains unchanged, but the spline-piece identity changes.
