The integration package includes the complete contents of W-16. By adding the kernel scale h, which genuinely changes the dictionary, to the (d,σ) 2D tube, we establish the first (h,d,σ) 3D near-zero positive spectral box, proving that 10⁻⁸<λmin(M(h,d,σ),G(h,d,σ))<5×10⁻⁸ for every point inside the box. Once extracted, the engineering package can run the verifier independently, no longer relying on unpackaged external Python files.
