RH AI Research Starting Point v2.1: Unified Certificate Backend

The integration package includes the complete content of W-18. It unifies W-04 through W-17 into a single rhcert.py verification entry point, establishing a native verifier adapter, artifact SHA-256 identity, claim firewall, and a three-tier adversarial red-team. A trust status audit was performed on historical certificates: 11 VERIFIED, 1 PROTOCOL_ONLY, 1 SUPERSEDED_RECERTIFIED, and 1 LEGACY_INCOMPLETE.

RH_CLAIM = False — The self-reported fields of the document in the package, reproduced exactly as is. This version is an honest internal audit: not all previous certificates passed the unified standard; the audit results are reproduced exactly as is, without retrospective beautification.
