RFP-06 splits inter-edge PF-A persistence failure into an untracked prior packet, legacy stock, or fresh same-edge source, plus bridge multiplicity, thermal decay, or interaction inefficiency. RFP-07 then proves fixed-threshold PF-B is never a permanently independent synchronous branch, but a finite spectral plateau. This round builds an exact generation-age decomposition for plateau-compressed PF-A edges; proves conditional finite-memory closure from viscous-age separation; upgrades scalar witness tracking into a field-packet-complete bridging criterion under bounded packet amplification; derives a plateau-crossing depth debt. This round formally migrates and integrates the guard results of the C3-J through C3-N series.
