DRC-02 compresses the generalized source residual into R_CAN, R_UTIL, R_MULT, R_AMP. The comparison of source-envelope share against unweighted time-integrated high-parent enstrophy share, 𝔄_(J,h)^SE, conflates two effects: genuine source/state mismatch, and deterministic derivative/Bernstein frequency weighting. This round removes the latter first: proves a scale-local cluster-envelope bound with the natural 2^(5h/2) weight, proves a high-to-low dissipation-range absorption estimate relative to the Cheskidov–Shvydkoy dissipation wavenumber, and splits utilization exactly into three factors — time sign, dual witness, and geometric overlap. A spatial-separation construction shows utilization collapse can be caused purely by parent non-overlap, so utilization is reclassified as exhaustion/certificate inefficiency rather than a primitive dangerous mechanism. R_AMP is absorbed into scale-corrected finite cluster state support or dissipation/driver geometry.
