DRC-01 proves that, for sufficiently high dangerous events, Cycle II's R_EXP branch is not an independent source-free legacy-stock mechanism (R_EXP⊂R_SRC^pre), and also proves the high-frequency vorticity renewal packet has at least one parent state at frequency ≥J-O(1), but proves nothing more. This round uses a normalized dual witness to upgrade the renewal branch into an exact signed parent ledger; derives a bilinear parent-state envelope; separates net cancellation from source-envelope utilization; introduces regular high-parent source margins and high-parent state-envelope margins; proves finite parent-envelope capture under bounded cancellation/utilization/multiplicity; introduces a source-to-enstrophy amplification ratio, upgrading envelope capture into a genuine time-integrated high-parent enstrophy carrier (when bounded). Obtains a finite-branching renewal-chain criterion under uniform bounds.
