CSP-05 reduces the global time-gap branch to bounded parabolic-delay synchronization or D_STALE. For a genuinely stale mid-strain event t, its half-layer Besov escape instant τ_t and the corresponding frequency recovery packet precede it by arbitrarily many intrinsic time units. This round uses the exact strain–vorticity perturbation structure of the Navier–Stokes strain equation to prove a model-cone monotonicity principle, a quantitative residual-action debt for stale mid-spikes, and a preloaded strain-gradient reservoir dichotomy. Proves excess preload must force the UV Ḣ¹ depth past the Bradshaw–Grujic lower endpoint. Also proves a band-passed quasi-local equivalence between local strain and vorticity concentration on the same shell, reducing the earlier core-alignment defect to shell-index alignment/core dilution rather than Riesz nonlocality.
