CSP-04 proves that on the Bradshaw–Grujic active escape set I_BG, the moving frequency window satisfies Φ_(1/2)(t)≥½B(t) — so once a wavelength-localized mid-strain carrier exists, same-instant mid-frequency synchronization holds on I_BG. The main remaining global time defect is the escape gap. This round builds a continuous-level escape-time calculus for the critical ε=1/2 Besov norm, proves every half-layer escape carries a universal moving-window recovery-action packet, reducing the remaining mid-strain escape-gap defect to bounded parabolic-delay synchronization or stale-floor accumulated-Besov-action separation. Also proves a rapid-evolution debt for onset-layer gap spikes. Does not exclude stale-floor separation, does not synchronize action density to exactly the same instant in the gap case.
