The integration package includes the complete content of W-09 (as well as the continuation of two documents from W-08). Local adaptive continuation pushes the 15-dimensional lowest generalized spectral bottom to 10⁻⁹, and the exact verifier proves purely rationally that Q(c)>10⁻⁹c^TGc. The candidate distance to the log3=d+4h activation boundary is only about 9.67×10⁻⁵ — this is exactly the boundary that the subsequent W-10 "seventh-order soft activation" aims to precisely characterize.
