NS_GSM Candidate Review v0.3

Turns v0.2’s 1,460 raw candidates into a replayable review/promotion workflow. Every candidate receives an explicit review decision; only structurally ‘safe’ categories (FRONTIER, NONCLAIM, SURVIVOR) are auto-promoted, while theorem-level/NO-GO-level promotion is explicitly withheld. Also adds 15 source-traceable documents of expanded corpus (C4, C5, C6, and 12 DCRP milestones: 11, 13, 18, 29, 64, 65, 66, 67, 69, 77, 98, 100), bringing the content total from 46 to 61 documents. All 1,726 candidates (the 1,460 baseline plus the new additions) complete review: DEFER 999, PROMOTE_FRONTIER 498, PROMOTE_NONCLAIM 159, PROMOTE_SURVIVOR 70 (727 structural promotions in total). Cross-series proposals grow to 252, still with 0 automatic promotions.
