RG-SCP 06 Claim / Source Audit: Canonical Capacity Reconstruction, Incidence Demotion and Suppression Sharpening

Shows that I_N(y) is incidence mass, not capacity: the canonical capacity is C^can (non-overlapping composite survivors), D = R + C^can and I = C^can + Ω, so R_G⁻ = D − C^can is an exact identity; and sharpens the divisor column to A_r = 1_{N ≥ r(r+1)} and S_ℓ = {ℓ}.
