GLC-First Research Handoff and Implementation Recommendations: GLC → {GCC, USRT, USEG}

Core revision: reverses the research order from ‘first three layers → GLC capping’ to ‘GLC first → the other three layers built on top of GLC.’ The reasoning: if GLC is not strictly defined first, GCC will lack an objective function, USRT will lack a completion state, and USEG will lack a ‘decision-sufficiency’ standard. The first version of GLC (denoted GLC₀) must be ‘resource-neutral’ — it cannot demand polynomial time from the outset, or that would amount to smuggling GCC into GLC's own base definition. Splits GLC into five core axioms, and requires at least 5 positive examples, 5 counterexamples, and a preliminary formalization before GLC Foundation v1.0 counts as complete.
