DMSD Phase 3C — Cross-Base Prime Projection Audit

Re-partitions the same primes (< 10⁷) into base-2, 8, 10 and 16 scale levels: the negative sign of the centre bias and the decrease of adjacent-shape JS divergence persist in all four bases, but the magnitudes depend on the base ('Persistent ≠ Invariant').

3C shows that the sign of the bias persists across bases; it is not an invariant theorem. Read this page together with 3D: 3D shows that the bias is mostly not new prime geometry (see the next page), and 3C's reading is corrected by it.
