Establish the first 10-dimensional real Weil interval matrix mixing m=1 (linear) and m=3 (cubic) B-splines — a purely rational certificate exactly brackets the mixed spectral bottom at 1/2000 < λ < 1/1000, strictly lower than the respective lower bounds of the two isolated channels (λ⁽¹⁾>1/20, λ⁽³⁾>1/250). The new low mode arises from a cross-block cancellation of approximately 93.4% of the self-energy, rather than being the direct product of any single kernel, and is named the "cross-regularity cancellation mode".
