Witness Defect, Deformation Handoff, and Rigid Obstruction

Recasts the Hodge conjecture as witness-completeness A^p(X) = H^p(X) and splits the unresolved content into anchor, handoff, rigid and higher-order formal defects, stressing that eliminating escape freedom (rigidity) does not produce an algebraic witness.

R01 is a reformulation: rigidity proves the lack of deformation freedom, not algebraicity. No new theorem; the next target is stated at the end.
