Singularity Formation Ancestry, Legal Multiscale Chains, and Finite Obstruction Architecture

This round opens a new Navier–Stokes research series — the Reverse Formation Program (RFP). Prior research analyzed critical norms, strain geometry, occupancy fraction, Betchov structure, boundary corrections, adjoint balance, and operator exhaustion, among other facets, with C3-O's core NO-GO as this round's direct starting point. RFP rewrites the singularity problem as a formal architecture of five components — State + Edge + Guard + Escape + Closure — and poses two ultimate proof obligations: Chain Necessity and Finite Obstruction. Defines an ancestry-preserving singularity-formation framework, separates the already-proven logical reduction from the open PDE obligations, and reorganizes prior NS research into a "guard library."
