Cycle I ends with the "coercive synchronization problem": assuming a finite-time singularity must force several standard PDE coercive actions to diverge simultaneously, including mid-strain action 𝒜_mid and the Bradshaw–Grujic moving frequency-window action 𝒜_freq,ε. This round proves a deterministic wavelength-cell inequality, synchronizing localized dyadic strain L² mass with the ε=1/2 Bradshaw–Grujic frequency-window L^∞ density; combined with Cycle I's UV mid-strain intermittency, obtains a rigorous window/shell/space synchronization trichotomy. Quantifies shell atomization and spatial dispersion as multiplicity defects — does not prove Navier–Stokes singularity formation can avoid these defects, does not prove Type-I concentration implies wavelength-cell strain concentration.
