Reconciles the root-6217 ledger: closure is target-qualified (A3⁺ = 0.834781191 versus A_ref = 0.8349865); the local range [0, 0.003] is research-closed (via LESR 09K–09U); the tail [0.003, π/120] is PARTIAL: 173 active parents → 29 hard → 10 closed → 19 remaining. Root-6217 positive rotation, the full shape and global Lebesgue are all OPEN.
Paper 27 is the series' state-of-play ledger: the local range is closed at research-interval authority, the tail only in part, and everything else is open.
