# CSM_RH Paper 49 v0.2

This package rewrites Paper 49 as the direct closure candidate for Campaign 44 / PK3 `TRANSLATED_WINDOW_SYNTHESIS`.

Main mathematical outputs:

- spectral-spread conservation under positive frame synthesis;
- exact block-Fourier local/coarse Brownian synthesis;
- constant-distortion logarithmic Brownian time change;
- centered Mellin root-energy representation;
- deterministic removal of extreme Mellin frequencies at fixed-power scale;
- exact centered Gaussian translated-window kernel with Paper 42 ratio term plus endpoint corrections.

No fixed-power PESC theorem and no RH theorem are claimed.
