# CSM_RH Paper 27 v0.1

Campaign 26 closes the idea that the fully distinct three-shift residual average automatically creates a new power-saving resource.

Main result: after complete shift aggregation, every residual/model sector collapses to a local mixed moment of the short-interval block sums, modulo the already harmless collision shell. Current Lambda residual technology therefore remains at arbitrary log-power precision, not a fixed H-exponent gain.

The four-point route is retained as auxiliary. Campaign 27 returns to the root signed bilinear PESC target.
