# CSM_RH Paper 15 v0.1

Campaign 14 expands EMDQO off-diagonal exactly and corrects its theorem authority.

Main results:

- exact off-diagonal kernel and shift representations for EMDQO;
- at C=1 the coefficient structure is exactly a weighted binary Möbius/Chowla correlation;
- diagonal-scale EMDQO requires an N^(-1/2+o(1)) gain over coefficient-blind off-diagonal treatment at balanced scale;
- current averaged/logarithmic Chowla technology does not provide the required fixed power or uniformity for the endogenous prime-error kernel;
- EMDQO implies fixed-power EMBF, but EMDQO does not currently imply PESC;
- a separate power-accurate coupled parity sieve assembly frontier PACPSA is created;
- EMDQO is demoted to an auxiliary parity subfrontier;
- direct PESC remains the shortest certified target path;
- Campaign 15 returns to the direct all-shift centered prime-pair aggregate.
