Campaign 11 audits the remaining endogenous prime-sampling mechanisms.

Main results:

- the prime-only Selberg feedback normalizes to a positive prime-dilation averaging operator of asymptotic mass one;
- triangle inequality and Jensen are therefore critical and provide no fixed operator gap;
- every fixed power mode R_delta(x)=x^(-delta), delta>0, is compatible with the classical normalized O(1) Selberg forcing, while the constant relative-error mode is not;
- a generic signed sieve approximation must control its detector error against the endogenous B(n-1) weight;
- Cauchy closure requires a fixed-power weighted L2 detector approximation;
- ordinary sieve majorization does not give signed target fidelity, and the parity barrier indicates that genuinely bilinear/parity-sensitive input is required;
- Friedlander-Iwaniec asymptotic sieve supplies the correct mechanism analogy but does not directly apply to the signed endogenous PESC sequence;
- PESC remains open;
- Campaign 12 is prepared as a parity-breaking endogenous bilinear audit.
