Campaign 10 starts from the prime-only dyadic target and strips away all decomposition shells.

Main results:

- exact prime-error self-sampling identity:
  `J_theta = D_theta + 2 C_theta`;
- diagonal `D_theta = O(N^2 log N)`;
- PODEE(kappa) and PESC(kappa) are exponent-equivalent for fixed `0<kappa<=1`;
- PESC is an endogenous prime-sampling discrepancy:
  primes are sampled against their own past counting error;
- generic independence language is circular because PESC is exactly half the energy minus the diagonal;
- the classical prime-only Selberg formula has an O(x) direct resolution floor compatible with every fixed beta<1;
- the first irreducible current prime-correlation lemma is PESC(kappa);
- Campaign 11 is prepared to search for a noncircular endogenous prime-sampling mechanism.
