# CSM_RH Paper 03 v0.1

This package closes Campaign 02 as a reduction/no-bypass audit.

Main result:

- the positive q=1 zeta packet fixed-power gate `ZPPF(eta)` is exactly equivalent to the fixed zeta zero strip `Theta_zeta <= 1 - eta/2`;
- any positive gate retaining the q=1 packet with only subpolynomial loss inherits the same fixed-strip strength;
- conductor weighting, character averaging, density estimates, and Deuring-Heilbronn cannot by themselves bypass the principal q=1 bottleneck;
- the only surviving architecture-level bypass is a genuinely signed, target-faithful principal gate;
- Campaign 03 is prepared as `PRINCIPAL_GATE_MINIMALITY`.
