Main result:

- proves an exact Hilbert-valued zero-packet exponential-type theorem for the smooth q=1 major-arc packet;
- closes major-arc zero-packet interference at exponential-type level;
- certifies that EMAE(eta>0) has fixed-zero-strip strength and EMAE(1) is RH-level;
- leaves the arithmetic EMAE upper bound open;
- corrects the prior noncanonical use of `GLM` as a protocol name;
- includes a GLM worker task pack for Campaign 02;
- includes a synthetic finite-packet formula crosscheck.
