Turn the v0.2 Candidate Layer into a replayable review/promotion workflow while preserving every authority firewall. v0.3 reviews every content-ingested candidate, safely promotes structural information, and leaves theorem/NO-GO authority deferred unless proof-carrying gates are satisfied.

## 4. Coverage expansion

v0.3 adds 15 source-backed artifacts in a separate expansion corpus. It does not rewrite the v0.2 baseline:

The runtime reports baseline and expansion coverage separately to prevent coverage growth from being misreported as theorem progress.

## 5. Authority behavior

The release enforces:

1. `Candidate -> Review` is not theorem mutation.
2. `FRONTIER` promotion creates an OPEN frontier object.
3. `SURVIVOR` promotion creates an OPEN object with a survivor role tag.
4. `NONCLAIM` promotion records an explicit forbidden authority promotion.
5. source-internal theorem claims require typed certificate review before proof-asset promotion.
6. obstruction/no-go creation never refutes a parent claim by itself.
7. cross-series exact statement matches remain review proposals; automatic quotient count is zero.
8. root formal NS remains OPEN.

## 6. Conformance

Frozen evidence reports **11/11** semantic checks passing.

The final release additionally requires a fresh full pytest run, wheel build/install smoke, exact replay verification, clean Git state, and ZIP integrity; those are recorded in the external release manifest generated at packaging time.

## 7. Next phase

`NS_GSM v0.4 — Proof-Authority Review Batch` should begin with a small auditable subset of deferred theorem/no-go candidates. Priority candidates are source-mapped seed/milestone claims where statement, scope, assumptions, and certificate lineage are already explicit. The root target remains OPEN unless an independently sufficient parent closure path is certified.
