This paper first formulates Navier–Stokes as an infinite-dimensional evolution and Duhamel fixed-point problem on a divergence-free function space, establishing a dyadic tension budget. It then proposes an N–S-specific X-Guard family, requiring that every cross-scale integration preserves provenance, frequency support, incompressibility, triad relations, energy budgets, scale information, boundaries, and reintegration eligibility.
